Yes, he can if he wishes, but it would change things in the Royal line.
He would not be able to be the Supreme Governor of the Church of England, and therefore could not be the next Monarch (who has to be the Supreme Governor of the Church of England).
William would therefore become the next in line to the Supreme Governor of the Church of England, and the UK Throne.
The original title, from 1531, for the English Monarch, was Supreme Head of the Church of England, but this changed to Supreme Governor, some years later in the Act of Supremacy 1534, and 1559.
